I'm having trouble getting the SAI website to load, is anyone else having this issue as well?   

Same here. I vainly hope this means some kind of drastic reboot of the website followed by huge development effort and funding.

Where will we find news of the development though? I want to stay up to speed with it and I want to know when the finished product is released, and translated. I've used SAI long enough to know what I'm doing without translation but it's just nice to be able to read it, ya know?

Like Sai 1.x and the English pages on the Systemax site, the Sai 2 beta is already in English, as is the development page.

I downloaded the SAI2 beta but it's in restricted mode because there's no license certificate.  Where do I get the license cert for Sai2?  The website only has it for Sai1 :T  Please, I need that 64bit!

Get the new system ID from your Sai 2 install (under the Help menu), then use the same form and registration details from your Sai 1.x purchase to get the Sai 2 license file.

I have the same question as misspigeon! I haven't understood where is the form obtusity's talking about @@ can you help me? I really want to purchase this new SAI, it's absolutely amazing and perfect!

Also, do you think I have to wait for the finished version or I can buy it right now? I saw there's something missing, as the swatches, some tools (binary pen etc) and layer mode (luminosity, shade etc), do you think it's because it's a restricted version ?_?

You can't buy it yet, you have to wait for the finished version. 

If you have purchased version 1.x (version 1.0,1.1,or 1.2), you can use the version 1.x license number and password (sent to you by Systemax after you paid for version 1.x) to download a licence file (see the Download Software License Certificate link on the main Sai web page) and unlock saving and opening files in the version 2 beta test, exactly the same as you would have done to download a licence file to convert the version 1.x trial to a full legal version. 

Version 2 is unfinished - what will be in the finished version, nobody knows (except maybe at Systemax).

If you read carefully, it actually says that this is only a preview. I would follow the same rules as before, and be patient with it, as the previous version of sai2 was very unstable.
