DAT files...

I need them to be accessible and converted into sai or psd.

I don't care about the secret closed file thing. I will find a way to hack it if no one can help me.

More information please.
Lots of programs use a .dat filename for their data files, and the internal format is different for each progam - there is no single standard DAT file. A  .dat file might be a simple text file, binary geospatial data, audio, graphics, an email, a spreadsheet, depending on which program produced it. Some email programs change the extension of their attachments to .dat, so you just need to rename them back to .jpg, .png, or whatever. 

Which program produced your dat files?

If you are fairly sure they are graphics files, you could try opening and converting/renaming them in a multi-format viewer like IrfanView or XnView, which will try and recognise their internal format.
