A New Year gift from the folks behind FireAlpaca - a FA's "cousin" with manga addons and... apparently, an extra option to save to a cloud storage? At least that's what I understood from reviews and GoogleTranslated site.  ;) The interface automatically switches to the one your OS is in, like with FA.
It's already discussed on tumblr (see the respective tag) and I'm about to test it myself.

FireAlpaca base, plus frames/panels, plus half-tone textures and patterns, plus cloud storage as you said, plus some kind of compatible Android app.  The menus and tools are in English, but the website and support (and cloud registration) are all in Japanese.

Frames are like unfilled rectangular vector shapes, but you can use them, along with fills and clipping on other layers, to quickly build masked panels.
