Ok, I see that's one allows you to work in Sai with text, which is quite cool. Does it allow you to use English?

And what does the second tool do?

Another tool for SAI.

If you follow a link on this page it takes you to a Mediafire account which lists versions of this program which allows you to add text to images in SAI.  There is an English version you can download from there.  How it works is when you run it while SAI is also running it appears over SAI with a transparent window.  You can then add text to fit the SAI image and copy the text to the clipboard so you can paste it into SAI on a new layer.

As for the other program (Sai Fon) it works similarly and also can input Englsih text but all the menus are in Japanese.  This one would be worth translating since it can be a great addition to SAI for adding text to images.
