I mean like , is this for free ? , do I have to buy the real CS and use this to translate it? o.o . ( incase you dont understand..)

Translation is free, however the program is not.
You can try it (trial) or buy it. Translation works in both cases.

And unless you're looking for something unique in the latest version of Clip Studio Paint, you're better off trying and buying Manga Studio, which is available in English and has a lot of documentation for beginners. It's also not too expensive: $80. http://manga.smithmicro.com/index.html

Thank you very much for post the update translation! Does anyone having display freezing after update 1.2.7. When I'm drawing the software freezes for 1 or 2 seconds every 10 or 15 seconds... I have been using the software since it came out and never have such anoying problem. I don't know what could be going wrong... if it can't be fixed.... is there a way to get back to 1.2.3 without uninstall all the software?

No freezing here, could be hardware problem, o maybe anti-virus/firewall software interference. 
However I did have few crashes, and few slow startups, works fine on my home machine though.

Ryouga, does it happen with all brushes just specific types? I'm not experiencing any slow downs so far (although huge canvas sizes seem to cause 3D models to interact slowly and then crash).
Having a large material collection will slow down the start-up, but once its loaded it should be fine.
I wonder if it's maybe graphic card driver related? Might be worth having a look at Help > Check Graphics Performance

Yes, I do have HUGE, unused, material library. :)
But my inferior home machine (to my superior work machine) loads up without any hickups, ever.
Doesn't happen all the time, at work, but sometimes I wonder if it doesn't like certain hardware/software.

Heh, I had to severely cull mine. It was taking 20-40 seconds (depending if it was previously loaded into memory) to open up CSP! I'm quite impatient like that >:(
My material library now is around 120mb now and I can create a new canvas and start drawing within 4-5 seconds. Yay!

Da hell, I am at 500 MB and higher!?
It was compulsive night and I had to convert all the brushes I had.
Now they sit, almost never used. I use 3-4 brushes for my work.
I will share my library once the auto-backup feature is in the package.
I wish for the "color" blending mode, really miss that.

Still, I have no issues with my home installation, run's smoothly, just tested, can start working within 10 seconds (if I am able to click the right buttons) , no delays. Cheers Trev!

----oh yeah, just had a HUGE cup of coffee, had to write all that crap.

Thanks for the reply, it hapends with all brushes. I did a test starting windows using just clipstudio, and worked well without freezing until I copy and paste a layer. After that the problem started again... it looks like some kind of memory problem (Nothing except the 1.27 actualization has changed on my pc), the error behaviour is similar that when software is saving. Looks like if it's autosaving or something

Cool, glad it's working and thanks for the kind words!  ;D
I've added some more STUDIO translations, the default tools (if you use these, they'll overwrite your existing tools! It would be better if you manually translated the few extra tools yourselves) and a I've included the license registration .exes (which are for Windows only).
