There is some formatting issues, but it's all understandable. I've also included a portable lightweight PDF reader.

Do you know at what line can I find brush engine settings , so I could try to translate it.
Also preferences/ settings and shortcuts?

At what I must pay attention to so the file doesn't get corrupted?

Please use 7-zip to extract.

@mmg: You need to replace the strings byte for byte in a hex editor. Make sure you are using unicode-8. Trev the Translator could probably give you better advice but if you search the forums you will find some information from members who translated Illustudio. There is also a wealth of information on the net from users who translate japanese games into english.

Nope! Not sure on their location.
The bursh palette/tooltips might be around line number 003989C0 though.

Some tips:

You could fill the unneeded characters with Space [02] but this might be rendered and stretch out the UI. Depends.
You could use [00] but I'd recommend against it, it seems to corrupt the file quicker and you'll lose your placement with all the 00's.
I'd recommend using [09] as a gap filler instead. It's a horizontal tab which doesn't get rendered by CSP.
A linebreak, usually found in dialogs, is [0D 0A]
Degrees symbol is [C2 B0]
%s, %d will change according to context, you should test the dialog if you encounter them

Right click on the ClipStudioPaintPro.app file and select "Show package contents"...browse to the folder from there.

And an unrelated side note to everyone else, you can change brush size on the fly like in Photoshop by holding Cmd +Alt
