What is the stabilizer?

I still don't understand the difference between the numbers, and the S-numbers...

I believe that each number is 'more stable' than the last ... that is, it more aggressively smoothes the strokes. The 'S' numbers are just progression above 15 (and therefore over the single hexidecimal digit limit).
