Have you asked them about it? If they were able to change the UI, that'd be the first time I've heard of that (and would be really interesting as I'm trying to access the programs API and UI for a project I've been working on for users).

But there use to be more to it in pre-Windows 8. So, anything in Windows 7, 2000, XP, 98, and 95... There use to be an option called "Colors and Appearance", which looked like this: 
That you would've been able to edit the actual windows backgrounds and text options, like you want.
The closest you can get now is what I sent you in the previous post.
There's also another option to take the Dark UI Scheme in Windows10 and apply it (which doesn't work for me).
It's not a SAI feature. Little Chiisai (the artist behind what you see on that image... and whom might be you?) only took a screenshot of PaintTool Sai and overlaid her pixel art on top of it. She's known pretty well for her pixel drawings/anime themes.

Lol... You should've asked that... That's a windows exclusive feature.
You change the windows UI colorscheme. For example, on windows10, you go to "Personalize">"Colors"
Then you pick a color, and scroll down to the checkbox called "Title bars" and click that. It'll change your title bar to whatever color you selected.

Please do me a favor, please make it so that when, in the Windows 7 (8-10), you search in "All programs" and you type "paint", Paint Tool Sai is the first option in my Start Menu instead of Microsoft Paint. I want to edit my Print Screens in Paint Tool Sai as opposed to Microsoft Paint. Take care of this please. Thank you for attention.

SAI in English / How was the fan-made translation created?

I just had a question, regarding how the fan-made translated package was created. Was the program uncompiled and recompiled or was there another way it was worked on?

You can configure floating windows in Sai. You just have to look for the .ini file that controls it in your documents folder. Set all of the windows to floating (change the 0's to 1's) and just make sure your canvas isn't expanded. Easy as that.

Just keep your .sai file out of folders that contain .png, .jpg, .tif, etc.
